How will the ScrumMaster ensure that all action points are being addressed?
How will the ScrumMaster ensure that all the retrospective action points have been/are being addressed by the Scrum team?

I don't believe that this is desirable or possible. In a recent enterprise retrospective with a client involving more than 199 participants we found more than 200 potential action points. We refined these into 6 broad thematic areas, with specific projects in each area. Not every action point was addressed.

I believe the goal should be to make a positive improvement, not necessarily address each specific point.

Agree with Luke. It is impossible to ensure all action points from a Sprint retrospective are addressed. One example is different action points proposed by two team members. It is important to prioritize the action points (and the team can best do this) and address 20% of those that impact 80% outcome.

The team can list down all retrospective points and discuss and come up with top 3 most important actions/points and work on these. This way the team will gradually improve by addressing retrospective points one by one.

1. Identify the most important one and track regularly.
2. Show it to team members
3. Show part of it to outside stakeholders.

Ensure that every action point has its: 1. Owner 2. Priority 3. Deadline Then follow up regularly.
